Quinn signs Project Labor Agreement Act

Governor Pat Quinn signed House bill 2987 into law Wednesday morning. The measure creates the Project Labor Agreement Act. The act establishes employment terms for public works construction projects meant to ensure businesses owned by women and/or minorities have an equal chance at competing for state construction contracts.
