Quinn to sign Ill. Dream Act for scholarship money

It allows the children of immigrants, both legal and illegal, to get private college scholarships. Children can also enroll in state college savings programs.

The bill makes college more affordable by creating a panel to raise private money for scholarships.

Students must have at least one immigrant parent and must have attended school in Illinois for at least three years to qualify
