Rules to protect airline passengers delayed

The airlines and travel agents say they need more time to implement the changes set by the department of transportation. They include the requirement that airlines disclose the full cost of a ticket, both online and in printed advertising.

The new rules were set after passengers complained about spending hours trapped in planes on the tarmac, sometimes without food.

Half of the new passenger protections will still go into effect August 23. The rest are delayed until next year.
