Ronald Kitchen claimed the former police commander and his detectives tortured him into confessing to murders in 1988. He spent part of his in prison on death row and was released in 2009.
Kitchen filed a lawsuit against the city and several others.
A hearing was schedule Tuesday.
At the last hearing, the city raised the possibility of a settlement.
