Quinn to fight arbitrator ruling on layoffs

October 3, 2011 (SPRINGFIELD, Ill.)

Quinn had said he had to right to lay off workers and close some facilities because the legislature didn't appropriate enough money to avoid the cuts.

Earlier, the union had agreed to cost-cutting measures in exchange for a no-layoff promise.

The arbitrator ruled the state isn't freed from its contractual obligations because it claims it can't afford to meet them.
