Herbert Pulgar designed the new city vehicle sticker. His design was chosen from nearly 300 entries.
The theme this year was honoring Chicago's first responders. Pulgar was injured in a fire as a child.
"My mom saved my life, and the firefighters saved my life too, and I'm thankful for that," Pulgar said. "And I can't be no more thankful than I am right now."
The other finalists were also recognized Thursday. They received honorary resolutions and savings bonds.
