The facility is 120 years old.
Tuesday marked the end of Phase 1 of the project which includes a new annex building that is easily accessible for the disabled.
It also has a new gym, conference center teen center and a science lab.
Phase 2 of the project is underway and will be completed in December.
It will include a dance studio and a technology center.
