The first administrative judgments will be filed in circuit court Friday.
Up until now, Tollway officials have tried to collect unpaid tolls by sending notices and calling violators.
Settlements have even been offered with the option of payment plans.
The tollway says the zero-tolerance policy is its only option left to make sure chronic violators end up paying their fair share.
