Waukegan drug bust uncovers neglected dogs, boa constrictor, other animals living in filth

December 8, 2012 ( WAUKEGAN, Ill.)

Russell Newbill and Raymond Winters are charged with unlawful possession of a controlled substance and possession with intent to deliver. They also face at least 20 counts of animal cruelty and neglect.

Police say they found several dogs, puppies, a boa constrictor and other animals in filthy conditions.

Animal control is investigating, as well.
