Chicago opening small-business center

Chicago Mayor Rahm Emanuel announced the city is opening a small-business center in City Hall so businesses can do ''everything at once.''

Topics of assistance include zoning, permitting, licensing and inspections. The center will also provide pro bono legal help and information on how to secure a bank loan to get a business going.

Emanuel is appointing a chief small-business officer for the first time ever. He announced that more than 200 restaurants have opened their doors in the seven months of the city's new Restaurant Startup Program began.
