A decision to charge an admission fee at New York City's 911 memorial is sparking controversy.

Some family members of 911 victims say the museum should be free.

The museum's board says an admission charge of between $20-$25 per person will help cover operating costs when the site opens next year.

Those operating costs are expected to be about $60 million per year.
