Prosecutors say Gerardo Perez was taking a tour of the Chicago Animal Care and Control facility on South Western last Wednesday when he left the group.
A pound employee later found him in a cage with a pit bull.
Perez allegedly made some incriminating statements to other employees.
Chicago police went to his home Friday and arrested him.
Perez is accused of improper sexual conduct and was held on $80,000 bond Saturday. He was scheduled to return to court June 7.
