The State of Illinois has filed an appeal with FEMA after the federal agency denied the state's request for aid to local governments after the deadly and destructive tornadoes in November.

The appeal includes $21.4 million for disaster-related expenses to nine counties.

At least seven people were killed statewide and hundreds of homes and businesses destroyed in the November 17 outbreak.
