The director of youth programs at Mujeres Latinas in Accion calls it littering, and she says the organization pays for permits to park on the street. But she says there are often no spaces.
"For us not to be able to park our vehicles where we already pay for permits, it's just not right," said Maritza Rocha, Mujeres Latinas en Accion.
Ald. Danny Solis of the 25th Ward says anyone who sees someone trying to save a spot should report it to his office.
