CHICAGO (WLS) -- Chicago Public Schools' chief says they'll begin issuing layoff notices by Thanksgiving if the state doesn't help the school system financially.
School officials approved a budget this summer that included $480 million in assumed state assistance. But Democrats who control the General Assembly and Republican Gov. Bruce Rauner have been unable to agree on a state budget.
