CHICAGO (WLS) -- $1,000 or less stands in the way between hundreds of defendants in Cook County Jail and freedom.

Cook County Sheriff Tom Dart says he is writing legislation to end the cash bail system across Illinois. He says it is costly and ineffective.

Civil rights advocates says those who are stuck in jail because they cannot pay are typically poor and minorities.

Sheriff Dart is the guest on Newsviews to discuss the cash bail system.
