CHICAGO (WLS) -- William "Dock" Walls is making his third run for mayor of Chicago.
He was an assistant to the late mayor Harold Washington. Since then, he's not only run for mayor but Illinois governor.
Walls has said if elected, he would declare a state of emergency to deal with violent crime in the city. He's also proposed naming rights for public buildings as a way to bring in revenue.
