CHICAGO (WLS) -- A teen who initially won Chicago's city sticker contest in 2012 is accused of stealing a car.
Officers said they stopped Herbert Pulgar in the 2800-block of North Kedzie Avenue in Chicago's Logan Square neighborhood around 3:40 a.m. Tuesday. They said he tried to run away, but police caught him.
The 18-year-old was charged with possession of a stolen vehicle and cited for a number of traffic violations. He is due in bond court on Wednesday.
Pulgar's win was scrapped because questions arose about whether his design contained gang symbols.
Pulgar won the contest when he was 15. After he was disqualified, he appeared as a guest of Congressman Luis Guiterrez in Washington, D.C. His artwork hung in an exhibit in the Capitol complex in June of 2012.
