Man charged in WI highway shooting has mental health issues, attorney says

BARABOO, Wis. (WLS) -- The man accused of shooting and killing a suburban woman while she was on vacation in Wisconsin will undergo a mental evaluation.

Zachary Hays, 20, appeared in front of a Wisconsin judge Thursday. Prosecutors said Hays shot at the car 44-year-old Tracy Czackowski was riding in with her family as they were driving home to Buffalo Grove last month, killing the mother of two. Hays was later shot and arrested by police.

Hays' attorney said he has "significant mental health issues" and may not be competent to stand trial.

Hays is also accused of shooting and killing his neighbor on the morning of that drive-by shooting.
