CHICAGO (WLS) -- Chicago Mayor Rahm Emanuel's full address to the City Council on how he plans to reform the Chicago Police Department to bring about trust within the community.

"Nothing less than complete and total reform of the system and the culture it breeds will meet the standard we have set for ourselves for the city."
