Prosecutors say Anthony Mothershed was among a group of people who opened fire on a Juneteenth gathering in Willowbrook.
The gunfire wounded more than 20 people and killed Reginald Meadows, a father of two.
Mothershed pleaded guilty in January to aggravated discharge of a firearm. He was previously denied pretrial release.
He was sentenced to four years in prison, serving 85%.
Fredrick Turner and Franshun Jordan were also charged in the attack. They're due in court in April.
