Congressman Brad Schneider, Sen. Adriane Johnson, Sen. Mary Edly-Allen and community groups attended a press conference.
A news release said federal immigration agents took people into custody Monday at the College of Lake County Lakeshore Campus, in Park City, at Home Depot locations in Waukegan and Vernon Hills and outside City Hall in Waukegan.
"ICE is conducting warrantless vehicle stops, and using racial profiling to abduct community members in Lake County and across the Chicagoland region," the release said.
Lake County leaders are condemning the enforcement and rejecting President Donald Trump's actions to bring in the National Guard.
The mayor of Waukegan stepped in while federal agents detained a woman outside City Hall on Monday afternoon.

Cunningham told ABC7 Chicago he saw the woman being cuffed, and then, she started calling his name.
Cunningham helped get her car towed while she was being detained.
ABC7 spoke with the woman's father. He says she is an American citizen and that she was charged with obstructing a federal investigation.
The Department of Homeland Security said the woman boxed in law enforcement with her vehicle.
DHS said she also had a gun.
