Andy Shaw on the dangers of no-bid contracts

CHICAGO (WLS) -- Andy Shaw of the Better Government Association discusses the problems of no-bid contracts, which are often used to steer business to connected insiders. He examines several specific examples, including Barbara Byrd-Bennett's corrupt contract with SUPES for principal training, and we suggest they only be allowed in time-sensitive emergencies
