PHOTOS: Cab protest brings traffic to stop at O'Hare, Midway

CHICAGO (WLS) -- Hundreds of cab drivers are refusing to pick up customers at O'Hare and Midway International airports in protest of Chicago Mayor Rahm Emanuel's 2016 budget.
