Americans are marking 24 years since the Sept. 11, 2001, attacks with solemn ceremonies, volunteer work and other tributes honoring the victims.
Some 1,106 victims, or 40% of those who died, remain unidentified.
27-year-old Akayed Ullah, a Bangladeshi immigrant, will be arraigned in federal court Thursday.
Akayed Ullah's family released a statement saying they were "heartbroken by the violence," but also "outraged at the behavior of law enforcement."
