A disturbing investigation is underway after two dogs were found dead inside of a plastic bag.

FAYETTEVILLE, N.C. -- A disturbing investigation is underway after two dogs were found dead inside a garbage bag.

Two sheriff's deputies traveling on Camden Road in Cumberland County saw the bag and stopped to investigate Tuesday afternoon.

Authorities would only say the dogs hadn't been dead long. The dead dogs appeared to be a mother and a puppy.

"Someone had to really hate these dogs," said Animal Control Director Dr. John Lauby. "These are somebody's pets, and someone just literally ripped their throats out with a blade to kill them."

Lauby said he believes the two lab-mix dogs were killed by a neighbor who had a problem with the dogs.

"You don't have to kill animals like this," said Lauby. "If you have a problem with them, call animal control. We will come help you with the problem. You don't have to resort to violence and kill poor innocent animals."

Lauby said whoever killed the dogs will face felony animal cruelty charges.

There have been several high profile cruelty cases here so far this year.

In January, Fort Bragg soldier John Burrow was charged with intentionally drowning an 8-month-old dog in a neighborhood pond.

In March, James Wing was arrested for starving his dog a pit bull to death.

Lauby said the cases are the results of tougher laws, beefed up enforcement, and eyewitnesses reporting suspected cruelty.
