KENOSHA, Wis. (WLS) -- The Kenosha Police Department says an officer was "justified" when she put her hands around a woman's neck. A video showing the incident from a year ago is just coming out now.
Officer Bridgette Heid said she was trying to control the combative woman after arresting her during a disturbance.
Heid said the woman was kicking her as she put her in the squad car.
The officer was not disciplined for the incident.
