CHICAGO (WLS) -- It took over a year for police dash camera video to be released in fatal police shooting of 17-year-old Laquan McDonald.

The clip - showing McDonald being shot 16 times - sparked outrage across Chicago. Now there's a new plan for releasing police videos - but does it go far enough?
