Chicago federal intervention: Tracking surge in immigration enforcement operations

Cellphone video captured a man being taken away by federal agents near Waveland and Kimball in Irving Park on Friday morning. The man was put in the back of a truck, and then, agents drove away.

Noem said immigration enforcement will not be paused during Halloween weekend. On Friday, that was evident.

Over at Sawyer and Lawrence in Albany Park, a chaotic scene played out.

Surveillance video from a neighboring business shows agents arriving. A crowd then gathered as two people were detained.

Cellphone video shows agents telling people they were assaulted. Video also shows agents attempting to pull someone out of a vehicle.

Olivia Dunn says her neighbor was among the people detained.

"We could see that they were detaining someone and throwing them down on the ground. It happens to be our friend," Dunn said. "They warned us that there would be tear gas, and then, they deployed pepper bullets."

The incident took place a short distance from the office of 33rd Ward Ald. Rossana Rodriguez-Sanchez, who came out to see what happened. At one point, agents were seen pushing the alderwoman.

"I think they decided to come with a vengeance, because they were asked to slow it down so the kids could have a joyful time. They decided to escalate it," Rodriguez-Sanchez said.

The city of Waukegan has approved a resolution banning the use of city property for federal immigration enforcement.

City leaders say the move ensures all residents can access local services without fear.

The policy was unanimously approved by the city council.

Judge Sarah Ellis did not temporarily ban the use of tear gas by federal agents in Chicago Tuesday.

Plaintiffs in a use-of-force case made the request.

Ellis considered it during a hearing with CBP Chief Gregory Bovino Tuesday.

"My role is simply to see that in the enforcement of those laws that you and the agents operating under you are acting in a manner that is consistent with your obligations under the law, meaning that it is consistent with the Constitution, that it is consistent with the law and the TRO that I entered. That is my job, and that is all that I am doing," Ellis told Bovino near the outset of the hearing.

Judge Sara Ellis has ordered CBP Chief Gregory Bovino to meet with her daily to report on how the day has gone.

Ellis also ordered Bovino to present all use of force reports and associated video by Friday at the latest and all future reports and video within 24 hours of finalization.
