MILWAUKEE -- Dramatic video shows a baby in a carrier being lowered from an apartment building that was on fire.

The fire happened on Sunday in Milwaukee near 77th and Green Tree Avenue.

Anthone Medina explained that he helped rescue the baby as smoked billowed from the building.

Neighbors shared video of crews using a ladder to help save people from the blaze.

Milwaukee fire officials said the building has no sprinklers.

Retired firefighter Jody Tipton said sprinklers are key to fighting flames.

"Usually by the time we get here, the fire is already knocked down," Tipton said. "It usually puts the fire out, so people can actually get out of the place."

Milwaukee Fire Chief Aaron Lipski said multiple city departments were working to have a database that would tell dispatchers which buildings don't have sprinkler systems.

The cause of the fire is under investigation.

The apartment building is not livable, and residents have had to relocate.
