The CHP posted a photo of the rescue to Twitter.
Troopers had to lure the dog with bits of a broken-up protein bar to get close enough to pick it up and take it to safety.
The dog is now being cared for at the Contra Costa Animal Services shelter in Martinez, Calif. Several people responded to the CHP's tweet, offering to adopt the dog.
