Emanuel begins work for implementing new budget

Now that the Chicago City Council has unanimously approved Mayor Rahm Emanuel's first budget, it's time to implement it.

The budget doesn't go into effect until January 1, but the mayor is laying the groundwork Thursday. He sent letters to all city commissioners, calling on them to report on their implementation of the budget.

On Thursday morning, the mayor will meet with key members of his cabinet and commissioners to discuss his expectations.
