A National Intelligence Estimate released in December concluded that Iran's nuclear weapons development program had been stopped in the fall of 2003 because of international pressure. But the report also cautioned that Tehran continues to enrich uranium and still could develop a bomb by 2015 if it decided to do so.
Cheney says the report underscores that Iran "definitely had" a program to develop a nuclear warhead. And he says, while it appears Tehran stopped that process, the U.S. doesn't know "whether or not they've restarted."
