Illinois Weed Legalization Guide
Recreational marijuana will be legal for all adults in Illinois beginning on January 1, 2020.

Illinois legalized recreational marijuana beginning January 1, 2020. Adults aged 21 and over will be able to buy up to 30 grams, or about 1 ounce, of marijuana flower, edibles totaling no more than 500mg of THC, and 5 grams of cannabis concentrate products. Non-residents will be able to purchase half those amounts.

But the state left it up to individual cities, villages, and municipalities to decide if they will allow recreational marijuana sales. Will you be able to buy marijuana in your town?

CHICAGO


Marijuana sales will be permitted in most of Chicago, but Mayor Lori Lightfoot introduced a zoning ordinance that would establish an exclusion zone in the city's Central Business District, which includes the Loop and the Magnificent Mile, a prime tourist attraction and major source of revenue for the city.



The rest of the city is divided into seven zones with 13 marijuana retail locations permitted in each.

NORTH SUBURBS



ALGONQUIN


Algonquin will most like not allow recreational marijuana sales in 2020.



The village board was set to vote in early December to prohibit cannabis sales.



ANTIOCH


Antioch will allow recreational marijuana sales in 2020.



The city's mayor was the tie-breaking vote at the city council's Dec. 20 meeting, voting to allow adult use cannabis businesses to set up shop in town.



ARLINGTON HEIGHTS


Arlington Heights will not allow recreational marijuana sales.



The village board voted 5-3 on November 4 to prohibit adult-use cannabis businesses. One trustee was absent. The week before the board voted 6-3 in favor of prohibition on the same ordinance.



BARRINGTON HILLS


Barrington Hills will not allow adult use cannabis sales in 2020.



The decision to opt out was made in late October.



BUFFALO GROVE


Buffalo Grove will allow recreational marijuana sales.



Despite a large turnout from residents opposed to recreational cannabis sales, the village board approved zoning regulations to allow it, the Daily Herald reported. Only one trustee voted against the ordinance.



Per the ordinance, only two recreational dispensaries will be allowed to operate in Buffalo Grove. Growing, cultivation, processing and food sales outside of edibles are prohibited by the ordinance. The ordinance also outlaws on-site consumption of marijuana or cannabis products.



CARPENTERSVILLE


Carpentersville will allow recreational marijuana sales in 2020.



The village has also opted to levy a 2% tax on gross sales receipts. The maximum tax allowed is 3%.



CRYSTAL LAKE


Crystal Lake will allow recreational marijuana sales.



The city council approved a zoning ordinance in a 7-1 vote to allow dispensaries. The ordinance does not allow other kinds of businesses, like cultivation centers or processors, to operate. The city council said the decision to prohibit those other kinds of businesses can be revisited in the future.



The city council also voted to add a 3% sales tax on marijuana businesses in Crystal Lake.



DEERFIELD


Deerfield will have recreational marijuana sales.



The village has also opted to place a 3% sales tax on adult use cannabis.



ELK GROVE VILLAGE


Elk Grove Village will not decide whether or not to allow recreational marijuana businesses until they receive a proposal from a business to do so.



The village has decided to refrain from crafting any zoning ordinances regarding recreational marijuana until they are approached by someone who would like to open a dispensary or other business.



The village does have a medical marijuana cultivation center, which has been operating since medical marijuana was legalized in Illinois. Village officials said they will revisit the issue of recreational cannabis when they need to.



EVANSTON


Evanston will allow the sale of recreational marijuana in 2020.



Along with opting in to cannabis businesses, the city has also adopted a the 3% local tax on marijuana sales, and plans to use that revenue for investment in the African American community and reparations of racial inequalities.

FOX LAKE


Fox Lake will allow adult use cannabis businesses starting in 2020.



The village board unanimously approved a zoning ordinance to allow businesses in a December board meeting. There will be two available licenses for each of the six kinds of marijuana businesses, officials said.



GENOA


Genoa will allow recreational marijuana sales in 2020.



The village opted in on December 3 and will levy a 3% tax on gross sales receipts.



GLENCOE


Glencoe will consider an ordinance to opt out of adult-use cannabis sales on December 19.



GLENVIEW


Glenview will not allow recreational marijuana sales or businesses in 2020.



GOLF


Golf will not allow recreational marijuana sales in 2020.



GRAYSLAKE


Grayslake will not allow recreational marijuana sales in the village, at least not in the immediate period after marijuana becomes legal.



Village officials said the Village Board met and passed an ordinance to prohibit recreational sales at this time. Officials said the village will continue to keep an eye on the issues and how other towns are handling it, and then the Village Board will reconvene to revisit the issue down the road. Board members are looking to gather community input through their planning commission. They also intend to examine land use regulation zoning issues as they study how recreational marijuana sales are handled by other municipalities.



There are no medical marijuana dispensaries in Grayslake as of September 2019.



GURNEE


Gurnee will not allow adult use cannabis businesses.



The village opted out of sales on November 18.



HIGHLAND PARK


Highland Park will not allow recreational marijuana sales in 2020.



The city will continue to allow medical marijuana sales and dispensaries to operate.



HIGHWOOD


Highwood will allow recreational marijuana sales next year.



The village opted into marijuana businesses in November, and has also opted to levy a 3% local tax on sales.



HOFFMAN ESTATES


Hoffman Estates will allow recreational cannabis sales in 2020.



The village approved an ordinance to opt into sales on December 18. They will also levy a 3% tax on gross sales receipts from cannabis businesses.



LAKE FOREST


Lake Forest will not allow recreational marijuana sales.



The city council voted unanimously in their October 7 meeting to ban recreational sales within city limits.



LAKE ZURICH


Lake Zurich will not allow recreational marijuana sales.



The Lake Zurich Village Board voted 5-1 to ban sales at their September 23 meeting.



LIBERTYVILLE



Libertyville will not allow recreational marijuana sales.



The Libertyville village board unanimously voted to prohibit the sale of recreational marijuana in town during an October 22 meeting.



LINCOLNSHIRE


Lincolnshire will not allow recreational marijuana sales in 2020.



The village opted out of cannabis businesses on December 9.



LONG GROVE


Long Grove will not allow recreational marijuana sales in 2020.



MARENGO


Marengo will allow recreational marijuana sales in 2020.



The Marengo City Council approved ordinances to allow businesses including cultivation centers, dispensaries, infusers, craft growers, processors and transporters to open and operate in the city. There are specific zoning restrictions for where those businesses, particularly cultivation centers, can open and operate.



The city also approved a 3% local sales tax on marijuana retailers.



MCHENRY


McHenry will allow recreational marijuana sales in 2020.



The city council approved zoning ordinances to allow adult-use cannabis businesses to open. The city said it will allow up to two dispensaries in city limits. They are limited to specific areas, on-site consumption will not be allowed, and they would need to be 1,000 feet away from schools and 1,500 feet from other dispensaries.



MORTON GROVE


Morton Grove has put a moratorium until June to allow them more time to make a decision on whether or not to allow sales.



In early December, the village said it wanted more time to study sales and legal marijuana. All potential recreational cannabis businesses will be placed on hold until a decision is made, which could be as late as June 2020.



MOUNT PROSPECT


Mount Prospect will not allow recreational marijuana sales and businesses once cannabis is legal Illinois.



The village opted out on December 10.



MUNDELEIN


Mundelein will allow sales of recreational marijuana in 2020.



A zoning ordinance would allow marijuana retail establishments in some shopping centers, mixed-use manufacturing districts and manufacturing zones. Growers, cultivation centers and processing centers would be allowed in manufacturing zones and mixed-use manufacturing districts, but not in commercial zones.



Marijuana businesses will not be allowed within 1,500 feet of existing dispensaries, 1,000 feet of schools, 1,000 feet of day care facilities, and 500 feet of parks.



Mundelein already has medical marijuana dispensaries, one of which was granted a same-site license to sell recreational marijuana on January 1.



NILES


Niles will allow recreational marijuana sales in 2020.



The village opted in on September 24, 2019, and will levy an additional 3% local tax on sales.



NORTHBROOK


Northbrook will allow recreational marijuana sales in 2020.



The Board of Trustees voted unanimously to allow recreation dispensaries on Tuesday, October 22. They also approved lowering the minimum location distance from schools and day cares from 500 feet to 250 feet. Dispensaries will be prohibited in the downtown area, and hours of operation will be from 7 a.m. to 10 p.m., in line with state hours.



PALATINE


Palatine will allow recreational marijuana sales in 2020.



Village council members voted to allow retail sales, but businesses will need a special use permit and can only operate in specifically designated parts of town.



The village council also voted to apply a 3% local sales tax to recreational cannabis sales, and affirmed its 1% food and beverage tax would apply to weed edibles.



PARK RIDGE


Park Ridge will not allow recreational marijuana sales.



The City Council voted to decline recreational sales at their October 7 council meeting.



PRAIRIE GROVE


Prairie Grove will allow recreational marijuana sales in 2020, but they will not allow on-site consumption at cannabis businesses.



PROSPECT HEIGHTS


Prospect Heights will allow recreational marijuana sales in 2020.



However, the village has opted to not allow dispensaries or other cannabis businesses to allow on-site consumption.



ROLLING MEADOWS


Rolling Meadows will allow recreational marijuana sales in 2020.



The city council unanimously approved an ordinance to allow recreational sales, and aldermen also unanimously agreed to allow only one recreational marijuana dispensary in the city: the existing medical marijuana dispensary, Nature's Care. The medical dispensary has applied for one of the state's same-site licenses.



ROSELLE


Roselle has not yet decided whether they will opt in or out of recreational marijuana sales.



The village board has taken up zoning ordinances for discussion, but no final decisions have been made and no ordinance to opt in or out has been adopted as of Jan. 1.



ROSEMONT


Rosemont has not made a decision on whether to allow cannabis sales. Instead of using a zoning ordinance to opt in or out of marijuana businesses, the village will put a referendum on the ballot in March 2020.



ROUND LAKE BEACH


Round Lake Beach will allow recreational marijuana sales in 2020.



The village board approved a zoning ordinance allowing sales in late December. Marijuana shops must be at least 250 feet from schools and other specified properties, and owners must obtain a special use permit.



ROUND LAKE PARK


Round Lake Park will allow recreational marijuana sales next year.



Village trustees voted 5-1 in late November to permit marijuana sales, and to change zoning regulations to accommodate such sales.



SCHAUMBURG


Schaumburg will allow recreational marijuana sales in 2020.



The village will also adapt an additional 3% tax on recreational sales, and require retail cannabis businesses register with the village in addition to seeking necessary licensing with the state. A zoning ordinance also limits the number of dispensaries in Schaumburg to five, and they must be at least 1,000 feet away from any school or day care center.



SKOKIE


Skokie will allow recreational marijuana in 2020.



Where dispensaries and other cannabis businesses can operate is restricted but the village is reportedly already looking at a location near the Old Orchard shopping center for their first dispensary.



STREAMWOOD


Streamwood will allow recreational marijuana sales in 2020.



VERNON HILLS


Vernon Hills will not allow recreational marijuana sales in 2020.



The village opted out in November 2019.



WAUCONDA


Wauconda will allow recreational marijuana sales in 2020.



Officials were fine-tuning and finalizing the zoning rules for cannabis businesses at the end of 2019. They also approved adding a 3% local tax on sales of marijuana.



WAUKEGAN


Waukegan will allow recreational cannabis sales after marijuana becomes legal in Illinois.



The mayor, while not a supporter of marijuana, cast the deciding vote in favor or allowing adult-use marijuana businesses in the town at a meeting in early November.



WHEELING


Wheeling will allow recreational marijuana sales in 2020.



The planning commissioners voted to recommend regulations on November 7.



WILMETTE


Wilmette will not allow recreational marijuana sales in 2020.



The village has placed a moratorium on any cannabis business until June 30, 2021.



WINNETKA


Winnetka will not allow recreational marijuana sales in 2020.



The village opted out of adult use cannabis businesses on October 15.



WINTHROP HARBOR


Winthrop Harbor will allow recreational marijuana in their village.



They will also levy a 3% tax on sales.



WOODSTOCK


Woodstock will allow recreational cannabis sales in 2020.



The city has approved a 3% sales tax on marijuana sales, and as of December 2019 was in the process of approving two dispensaries.



ZION


Zion will allow recreational marijuana sales in 2020.



WEST SUBURBS



ADDISON


Addison will allow recreational marijuana sales in 2020.



The ordinance to allow sales was adopted at a December village board meeting.



AURORA



Aurora will allow the sale of recreational cannabis in 2020.



The city council approved the law Tuesday night in a 9 to 1 vote. The approved amended zoning ordinance allows for four dispensaries in Aurora, and requires at least two of them to be social equity licenses.



Dispensaries cannot be within 750 feet of a school or daycare, can only be on arterial streets and must be further than a mile and a half apart.



The city council said tax revenue from marijuana sales will be used for community reinvestment initiatives, public safety and special events.



BARTLETT


Bartlett will allow recreational cannabis sales and businesses, but with limitations.



The zoning code changes being proposed would restrict where businesses could be, and set strict parameters for cultivation and distribution center.



BATAVIA


Batavia has not yet decided whether or not to allow cannabis businesses in their town.



They will take up discussion of the issue in January 2020.



BENSENVILLE


Bensenville will likely not allow recreational marijuana sales starting in 2020, but that could change.



The village was expected to formally opt out of sales at their December 19 meeting, but they expect to have a referendum question on the March 2020 primary ballot to help determine their next steps.



BERKELEY


Berkeley will not allow recreational marijuana businesses.



BERWYN


Berwyn will allow recreational marijuana sales in 2020.



Dispensaries will be allowed under certain guidelines and restrictions, in specific areas of the city. They must be at least 250 feet away from places of worship, schools, day care centers and home day cares, and residential care homes. They also must have security and operate within restricted hours. No on-site consumption will be permitted.



The city also approved levying a 3% tax on gross sales receipts from marijuana businesses.



BLOOMINGDALE


Bloomingdale will not allow recreational marijuana sales in 2020.



BROOKFIELD


Brookfield will allow recreational cannabis sales in 2020.



The village board voted unanimously to allow businesses to operate in town and to regulate it. They also voted to impose the 3% local tax on marijuana sales.



BURR RIDGE


Burr Ridge will not allow recreational cannabis sales in 2020.



The board of trustees voted unanimously in late October to opt out of recreational marijuana ales, and instructed the plan commission to draft an ordinance prohibiting such businesses. The ordinance was reviewed and approved on November 25.



CAROL STREAM


Carol Stream will recreational marijuana sales in 2020.



The village board approved zoning recommendations for a dispensary in late November. The proposed zoning recommendations would only allow a dispensary in specific areas, and would allow for regulations to be placed on any cannabis business.



CLARENDON HILLS


Clarendon Hills will not allow recreational marijuana sales in their village.



The village board voted unanimously in October to prohibit recreational marijuana businesses after residents spoke out strongly against dispensaries.



DOWNERS GROVE


Downers Grove will not allow recreational marijuana sales in the village.



Village trustees voted 4-3 to ban sales during a meeting on October 8, following a contentious debate. They also did not approve a motion to reverse the ban on January 1, 2021, following a year of research into cannabis sales, but did say they are open to revisiting the issue in the future.



WEST DUNDEE


West Dundee will allow recreational marijuana sales in 2020.



The village adopted regulations to allow for one recreational dispensary when the new law takes effect. The regulations only allow the dispensary to open in the B3 business service district, and require a 250-foot buffer zone between the shop and property lines of any day care, school, or residential area.



ELBURN


Elburn will allow recreational marijuana sales in the village.



While there are no medical marijuana dispensaries operating in Elburn, village officials said the board instructed the planning committee to draft an ordinance for a retail marijuana business to open once the law takes effect. The board has approved that ordinance.



Elburn has not released a timeline for when the first retail marijuana business will open.



ELGIN


Elgin will allow recreational marijuana sales starting in 2020.



The city council preliminarily approved zoning regulations to allow dispensaries, following the same guidelines as liquor stores, and created guidelines for other businesses like cultivation centers and processers. They were expected to formalize the regulations on December 18. The city is also expected to adopt a 3% additional local tax on sales.



ELMHURST


Elmhurst will not allow recreational marijuana sales in 2020.



The city council voted against allowing adult-use sales in October 2019.



FOREST PARK


Forest Park will allow recreational marijuana sales in 2020.



The village voted to allow recreational cannabis as a conditional use for a businesses. As a conditional use, anyone seeking to open an adult use marijuana business would need to be approved by the village council and the zoning board in two separate meetings before a license to operate is issued.



GENEVA


Geneva will allow recreational marijuana sales in 2020.



The city council approved marijuana businesses, medical and recreational, as special uses in specific districts. They limited the number of medical marijuana and recreational marijuana dispensaries to one each.



GLEN ELLYN


Glen Ellyn will not allow recreational marijuana sales.



The village has imposed a moratorium on their measure, and will return to the topic in a year. They appear to be the only district in Illinois to take this approach.



GLENDALE HEIGHTS


Glendale Heights will not allow adult use cannabis sales.



HINSDALE


Hinsdale will not allow recreational marijuana sales after cannabis becomes legal in Illinois.



The village voted to opt out of recreational sales on October 1.



HUNTLEY


Huntley has not yet made a decision about whether or not to allow cannabis businesses, and will examine their options starting in January 2020.



INDIAN HEAD PARK


Indian Head Park will not allow recreational marijuana sales in 2020.



The village board voted in October to opt out of allowing adult-use cannabis businesses.



LA GRANGE


La Grange will not allow recreational marijuana businesses in 2020.



At a vote in mid-October, the deciding vote was cast by the village president to ban recreational marijuana sales in the village.



LA GRANGE PARK


La Grange Park will not allow recreational marijuana sales in 2020.



LISLE


Lisle will not allow the sale of recreational marijuana in 2020.



The village board voted in October to adopt an ordinance prohibiting a recreational marijuana dispensary.



LOMBARD


Lombard will allow recreational marijuana dispensaries in the village.



The village board voted unanimously, with one abstention, on October 3 to allow recreational marijuana dispensaries as either a permitted or conditional use depending on the location. A business that choose their location in a conditional use area will need approval from both the village board and the plan commission.

NAPERVILLE


Recreational marijuana sales will not be allowed in Naperville following a vote by the City Council. However, city officials agreed to possibly send the issue to voters, with a referendum on the ballot in March 2020, which could overturn that decision.



Naperville already has one medical marijuana dispensary, whose sales will not be affected. Based on population, the city could have up to five recreational dispensaries.

NORTH AURORA


North Aurora will allow recreational marijuana sales starting in 2020.



NORTHLAKE


Northlake has not yet decided whether or not to permit marijuana businesses.



The question will be decided by referendum on the primary election ballot in March 2020, city officials said.



OAK BROOK


Oak Brook will not allow recreational cannabis sales in 2020.



The village board voted in late October to ban adult-use marijuana businesses.



OAK PARK


Oak Park will allow recreational marijuana sales in the village.



Since the village already has one medical marijuana dispensary, the Village Board voted to apply the same zoning regulation that governs medical marijuana facilities to recreational marijuana facilities. Therefore, a recreational marijuana facility will be allowed in Oak Park's commercial districts.



OSWEGO


Oswego will allow recreational cannabis sales in 2020.



The village board approved a zoning ordinance to opt in to sales next year. They have also opted to levy a 3% tax on gross sales receipts in the village.



RIVER FOREST


River Forest will allow recreational marijuana sales in 2020.



The board approved sales under regulations that state dispensaries must be at least 100 feet from schools, churches, parks and daycare centers. They also must operate only between 10 a.m. and 7 p.m., and are limited to commercial areas. A special permit must be given for a dispensary to open.



RIVERSIDE


Riverside will allow recreational marijuana sales once marijuana is legalized in Illinois.



Village trustees voted 4-2 to adopt an ordinance to allow recreational marijuana sales and businesses along the commercial district on Harlem Avenue.



SOUTH ELGIN


South Elgin will allow recreational marijuana sales in 2020.



The village board approved the zoning ordinance to allow cannabis businesses, including dispensaries. The village will limit the number of dispensaries permitted and will levy a 3% tax on gross sales receipts from cannabis businesses.



ST. CHARLES


St. Charles will allow recreational marijuana sales in 2020.



At the October 21 City Council meeting, the council voted 6-3 to approve a zoning ordinance to allow sales. The ordinance allows for two retail locations; one on the east side of St. Charles and another on the west side.



UNINCORPORATED DUPAGE COUNTY


DuPage County voted on October 22 to not allow recreational marijuana sales in unincorporated areas of the county.



County officials cited impacts on the safety and health of residents in their decision.



VILLA PARK


Villa Park will allow recreational marijuana sales in 2020.



The village also opted to implement a 3% local sales tax on gross receipts of adult use cannabis sales.



WARRENVILLE


Warrenville will allow recreational marijuana sales in 2020.



The city council approved an ordinance allowing the sale of pot, but limited the number of dispensaries allowed in the city to one.



WEST CHICAGO


West Chicago will not allow recreational marijuana sales in 2020.



The city council voted to opt out of allowing sales or cultivation in West Chicago at a November 4 meeting.



WHEATON


Wheaton will not allow recreational marijuana sales in 2020.



The City Council voted to adopt a zoning ordinance which would prohibit cannabis business establishments in their October 7 meeting.



The city does allow medical marijuana sales, but does not currently have any medical marijuana dispensaries.



WINFIELD


Winfield will allow recreational marijuana sales in 2020.



Village trustees approved recreational sales in an unanimous vote, but opted to limit the number of eligible dispensary sites to areas along three streets: Roosevelt Road, North Avenue and St. Charles Road.



The village will impose the full 3% sales tax localities are allowed under the law.



YORKVILLE


Yorkville will allow recreational marijuana sales starting in 2020.



The village opted in on November 25, and will levy an additional 3% local tax on sales.



SOUTH SUBURBS



BOLINGBROOK


Bolingbrook will not allow recreational marijuana sales.



The village does not currently have any medical marijuana dispensaries either, and no plans to put the issue of recreational sales to voters or reconsider their decisions in the near future, city officials said.



BRADLEY


Bradley will allow recreational marijuana sales in 2020.



Village trustees approved an ordinance to permit and regulate cannabis sales, and set regulations for any potential businesses that apply for a license.



BRIDGEVIEW


It appears Bridgeview will allow recreational marijuana sales in their village.



In September village board unanimously approved implementing a 3.5% local tax on any recreational marijuana sales. At the time no one had yet come forward to propose a cannabis business.



BURBANK


Burbank will allow recreational marijuana businesses beginning in 2020.



The city adopted a zoning ordinance to allow adult-use cannabis businesses in a unanimous vote during their Nov. 27 meeting.



CALUMET CITY


Calumet City appears to be leaning towards allowing recreational marijuana sales.



The city held a public hearing on Dec. 19 to get feedback on a proposed ordinance to allow cannabis businesses to operate in town.



CHANNAHON


Channahon is still deciding whether or not to allow recreational marijuana sales.



A vote had not yet been taken as of their Dec. 19 village board meeting, but the village trustees have approved adding the 3% local tax on cannabis sales should they be allowed.



COUNTRY CLUB HILLS


Country Club Hills will allow adult use cannabis sales in 2020.



The village voted to approve marijuana businesses in November, has also opted to levy a 3% local tax on gross cannabis sales receipts.



CRETE


Crete will will allow cannabis businesses in 2020.



The village board considered an ordinance prohibiting marijuana business establishments in the village on Dec. 23, but the ordinance failed. The city has adopted ordinances regulating the location, types of uses, and



DARIEN


Darien will allow recreational marijuana sales once marijuana is legal in Illinois.



The Darien City Council voted 4-3 in favor of allowing marijuana dispensaries to open after the city conducted a survey that showed a narrow majority of residents were in favor of doing so.



DOLTON


Dolton will allow recreational marijuana sales starting in 2020.



The village approved a zoning ordinance to allow and regulate cannabis businesses at their Dec. 3 village board meeting.



EVERGREEN PARK


Everygreen Park will not allow recreational marijuana sales.



The village board voted unanimously in November to opt out of allowing cannabis businesses in 2020. The board has reserved the right to take another vote on opting in or out next year.



FRANKFORT


Frankfort will not allow recreational cannabis sales in 2020.



The village opted to prohibit marijuana businesses in August.



GLENWOOD


Glenwood has not yet made a decision about cannabis businesses and will place a voter referendum on their ballot in March.



The village has a propose resolution to be introduced at their Dec. 26 special board meeting that would place a moratorium on cannabis businesses until June 30, 2020, so they can use the voter question to shape their eventual decision.



HOMEWOOD


Homewood will allow recreational marijuana sales once cannabis is legal in Illinois.



The village has limited marijuana businesses to the same zoning restrictions as medical marijuana dispensaries, and has also opted to enact a 3% local tax on adult-use marijuana sales.



JOLIET


Jolliet will allow recreational marijuana sales in 2020.



Mayor Bob O'Dekirk cast the tie-breaking vote at an October 1 city council meeting to allow sales to go forward. The city currently has a medical marijuana dispensary, which was awarded a same-site license for recreational sales.



LANSING


Lansing is still considering whether or not to allow recreational marijuana sales.



The village board discussed the issue at their Dec. 10 meeting, but are still working on zoning ordinances to opt out, in, or restrict businesses in the village. Board discussion is ongoing.



LOCKPORT


Lockport will not allow recreational marijuana sales.



MANHATTAN


The Village of Manhattan will allow the sale of cannabis in 2020.



A vote by the village board was deadlocked, so Mayor James Doyle broke the tie to allow recreational sales. Marijuana businesses will be limited to certain zoning areas, and must be at least 500 feet from a school or daycare unless it is a cultivation center, in which case it must be 1,500 feet away. No on-site pot consumption will be permitted.



MINOOKA


Minooka will not allow recreational marijuana sales in 2020.



The village board voted to opt out of sales on November 26.



MOKENA


Mokena will not allow recreational marijuana sales.



The village board unanimously approved an ordinance prohibiting recreational sales at their October 14 meeting.



MORRIS


Morris will allow recreational marijuana sales.



The city council approved a zoning ordinance to allow adult-use cannabis businesses to open and operate in town. The unanimously-approved ordinance will allow retail stores, and also adopted the additional 3% local sales on cannabis sales.



NEW LENOX


New Lenox will not allow recreational marijuana sales.



The village opted out of adult-use cannabis businesses on Nov. 11.



OAK LAWN


Oak Lawn will not allow recreational marijuana sales in 2020.



Village trustees voted 4-2 to prohibit cannabis sales on November 26.



ORLAND PARK


Orland Park will not allow recreational marijuana sales.



The village board voted unanimously on October 7 to ban recreational sales in the village. Mayor Keith Pekau said he's against legalizing marijuana and that while he is open to revising the issue after legalization is implemented, he is unlikely to change his opinion.



OTTAWA


Ottawa has not yet made an overall decision on allowing recreational marijuana sales in their village in 2020.



However, the Ottawa Plan Commission recommended the city council grant a special permit for Verilife, an existing medical marijuana dispensary, to sell adult-use cannabis in 2020. Verilife is one of existing medical dispensaries that has been granted a same-site recreational license by the state to sell marijuana after legalization takes effect.



PARK FOREST


Park Forest will allow recreational marijuana sales in 2020.



The village's ordinance allows adult-use cannabis businesses. Businesses would be restricted to operating between 6 a.m. and 10 p.m.; must be at least 1,000 feet from a school, playground, recreation center or facility, daycare, public park, public library, or on any publicly owned or operated property; and must adhere to specific security standards.



PALOS HILLS


Palos Hills appears to be inclined to allow recreational marijuana sales in their city.



In November the mayor cast a tiebreaking vote during a city council meeting implement a 3% local tax on any recreational marijuana sales in the city. However, the city appeared to still be considering whether or not to propose zoning ordinances that would allow recreational cannabis dispensaries to operate.



PALOS PARK


Palos Park will not allow recreational marijuana sales in 2020.



The village voted to opt out of adult use cannabis sales on December 9.



PLAINFIELD


Plainfield will not allow recreational marijuana sales in their village.



The village board voted on October 7 to adopt an ordinance banning marijuana dispensaries and cultivation centers.



RICHTON PARK


Richton Park will allow recreational marijuana sales starting 2020.



Official zoning parameters will be determined and adopted during the Jan. 13 village board meeting.



ROMEOVILLE


Romeoville will allow recreational marijuana sales startin gin 2020.



The village board voted unanimously in December to approve a zoning ordinance to allow cannabis sales. Medical marijuana dispensary Verilife in Romeoville was one of the dispensaries granted a same-site adult use license to begin selling cannabis on January 1.



SENECA


Seneca will allow residents to decide whether to allow recreational marijuana sales via ballot question in March 2020.



The Seneca Village Board unanimously voted in December to ask residents their thoughts. There are no current zoning ordinances in place that would apply to a cannabis business, and the village board expects discussion to continue at their January 7 board meeting.



SHOREWOOD


Shorewood has not yet decided if they will opt into recreational cannabis businesses. They will take up the issue sometime in the next month, officials said.



TINLEY PARK


Tinley Park has opted to delay the decision on whether or not to allow recreational marijuana sales until Nov. 1, 2020.



A survey sent to residents earlier this fall found a majority supported recreational marijuana businesses. The moratorium passed at the December 17 village board meeting gives officials an opportunity to continue discussion and decision making as legalization goes into effect. The village can take action to opt in or out of allowing cannabis business by or at any point before Nov. 1.



UNINCORPORATED KANKAKEE COUNTY


The Kankakee County Board has prohibited marijuana sales outside of individual municipalities in the county. Unincorporated areas of the county will not be able to allow cannabis businesses.



The board vote was 13-12 against.



WORTH


Worth will allow recreational marijuana sales in 2020.



The village has also opted to add a 3% tax on cannabis sales.



GREATER ILLINOIS



CANTON


Canton will allow recreational marijuana sales in 2020.



The Canton City Council unanimously approved a zoning ordinance to allow adult-use sale in August. The medical marijuana dispensary in Canton was awarded a same-site license to begin sales on January 1.



CHAMPAIGN


Champaign will allow recreational marijuana sales in 2020.



The city council voted on September 24 to allow sales. A medical dispensary already in operation has been awarded a same-site cannabis retail license to begin sales on January 1.



EFFINGHAM


Effingham is expected to allow recreational marijuana sales in 2020.



At an Effingham County Board meeting in late September, the board passed a 3.5 percent tax on cannabis retail sales. A medical marijuana dispensary in Effingham has also been awarded a same-site license for recreational sales on January 1.



The county board has not yet passed zoning ordinances or other laws to allow or ban recreational sales.



GRANDVIEW


Grandview will allow recreational cannabis sales in 2020.



The village approved recreational sales following a public hearing in September in which no major concerns or opposition from the public was expressed. The village already has a medical marijuana dispensary, which was awarded a same-site license to sell recreational marijuana on January 1.



LEXINGTON


Lexington will allow recreational marijuana sales in 2020.



The town has also opted to implement a 3% local sales tax on gross receipts of cannabis sales.



NASHVILLE


Nashville, Illinois, will not allow recreational marijuana sales in 2020.



RED BUD


Red Bud will not allow recreational cannabis sales in 2020, but the mayor said if they find evidence in favor of allowing cannabis businesses to open, they will reconsider that status.



ROCKFORD


Rockford will allow recreational marijuana sales in 2020.



The city approved a zoning ordinance to allow sales in most commercial areas, as well as most industrial areas, with some restrictions. Two medical marijuana dispensaries in Rockford have been awarded same-site licenses for adult-use sales on January 1.



WASHINGTON COUNTY


Washington County will not allow recreational marijuana sales in 2020.
