SOUTH ELGIN, Ill. (WLS) -- A Joliet man is accused of surreptitiously taking videos under the skirts of adult women at the Riverfest Express event in South Elgin this weekend, police said.
Charles Galitz, 59, was charged with three counts of unauthorized video recording and live video transmission, according to the South Elgin Police Department.
On Sunday, officers working at the event spotted Galitz "acting suspiciously" in the carnival area. The officers approached him and "determined he was in possession of a concealed audio/video recording device."
Galitz is due in court 9 a.m. Sept. 12 at the Elgin Branch Court.
