Witnesses told police the two were breaking car windows shortly after 1 a.m. When police arrived, they spotted the pair walking near St. Louis and Sunnyside.
Police say 20-year-old Marvin Zea is charged with criminal damage to property and possession of a controlled substance.
A 16-year-old male is charged as a juvenile with criminal damage to property.
