Inmate charged in 1984 kidnapping, murder of boy, 3

FAIRFIELD, Calif. -- More than 30 years after a young boy was kidnapped and held for ransom, his family finally has answers.

Three-year-old Clark Toshiro Handa was abducted from his Fairfield bedroom in August of 1984 and was never seen again. There was a ransom note, but the kidnapper never showed up.

Police Tuesday announced an arrest and now his father is reacting to this major, long-overdue development. The man who police say kidnapped and killed a little boy is already in state prison and will be arraigned next week.

"In my head I knew it would probably not turn out well," said Earl Handa, Toshiro's uncle. "But your heart always thinks hoping and hoping it turns out well. Well if police are right, there's no hope now."

The suspect, a family friend Michael Anthony Blas Fejarang, 57, was only 23 at the time of the kidnapping. He's now serving time in Valley State Prison in Chowchilla for other child molestation cases.

The police working with the FBI and the Solano County district attorney's office finally cracked the case this week.

"We believe we can prove first-degree murder with special circumstances of murder in the commission of a kidnapping and also a kidnapping for ransom, so we filed that today," said Solano County district attorney Krishna Abrams.

"Frequently in cold cases there is additional evidence that technology affords us the opportunity to analyze," said Fairfield police Sgt, Jeff Osgood.

"To be able to come up with leads and solve something from 1984 is huge. Our goal is to offer as much justice as we can to the families," said Fairfield police Lt. Rob Lenke.

But the arrest isn't much consolation to Toshiro 's father.

"I just want either him alive or his remains," said Toshiro's father Ron Handa.

The investigation is far from over.
