Quinn meets with lawmakers about budget

July 9, 2009 Illinois' new fiscal year began July 1. But the state is still without a spending plan.

Quinn wants to raise the state income tax to come up with more money but has not had enough support among lawmakers.

The governor says he's confident they'll come up with a plan when the legislature is back in session next week.

"These are very challenging issues and the only way you solve these issues is with consensus where people with different points of view come together," said Gov. Quinn.

Quinn also says he'll sign a huge public works program into law on Monday to aid the state's economy.
