Van Lier and Kerr died in March.
Van Lier played for the bulls in the 1970's. He went on to a successful career as broadcaster.
Kerr was also a broadcaster and the Bulls first head coach. Relatives of both men were at Tuesday's board meeting to receive the resolutions.
"Norman loved the city of Chicago and Cook County and all the fans. They were his life actually," said Susan Van Lier, wife.
"During his professional broadcasting career he was often called a homer. A remark meant to criticize him yet it was one he was extremely proud of as he loved the Chicago Bulls," said Matthew Kerr, son.
Former Bulls player Bob Love called both men 'great Chicagoans.'
