The victim was a barber in Chicago.
Police are looking for suspects in the shooting.
It happened early Sunday morning in the 1800-block of West Ogden on Chicago's West Side.
The family says Efrain Acevado recently turned 21. He was at a Halloween party saturday night with his wife and friends when some sort of dispute broke out. They left but family members say they were followed and the gunman opened fire from his car.
Acevado's death has left a huge void for family and friends of 21-year-old who they say always had a smile on his face. They have a hard time imagining how a fight at a Halloween party led someone to shoot him.
"A lot of people loved him. My kids loved them," said Cecilio Acevedo, victim's brother.
It was just before 2:00 a.m. on Sunday morning. He was in his car with his wife and another couple. Family members say the gunman chased them from a party on the North Side firing several shots at them in the 1800-block of West Ogden. The shooter was driving a silver two-door sedan, possibly a Monte Carlo. He drove several blocks to Stroger Hospital, where he collapsed and died a short time later.
His family wants his killer to come forward.
"We're hurt and we just want justice and we want peace. We just want this nightmare to end," said Edward Acevedo, victim's brother.
Acevado worked cutting hair at a South Side barber shop. His family is still working on funeral arrangements. They also say police are checking out several security cameras in the neighborhood. They believe one of them may have captured an image of the car the shooter was driving.
