When police were called to Petrov's apartment in March 2007, they found Melanie Beltran unconscious. She died a day later.
Authorities say the girl had been scalded, burned with cigarettes and beaten.
Carlos Beltran, Mila Petrov's common-law husband, is currently serving 20 years in prison for his daughter's death.
