Mayor Richard Daley's plan for expansion of O'Hare International Airport has some financial turbulence.

The airport's revenue bonds as well as bonds backed by passenger ticket taxes have been downgraded by Fitch Ratings.

This comes two days after Moody's investor services downgraded revenue bonds issued to help pay for the $15 billion modernization plan.
