Larue Jackson, 52, is charged with 14 counts of animal cruelty and neglect.
Based on a tip, police set up surveillance of Jackson's home on the 7100 block of South Oakley. Police say they found 10 pit bulls in the basement in wire cages. Many of the dogs displayed fresh wounds and scars. The dogs were taken to Chicago Animal Care and Control.
Back in June of 2008, Jackson pleaded guilty to animal crimes when 32 dogs were recovered by police.
