He spoke at a Walgreens on the South Side announcing that the company is adding 600 jobs through expansion and the addition of food to its stores in so-called "food deserts" in the city.
In the meantime, the mayor also talked about a potential of job losses.
He offered the city's labor unions a choice: agree to $20 million in savings through work-rule changes, or face more than 600 layoffs.
The mayor is trying to fill a budget hole that he says was left by Mayor Daley and was previously addressed through furlough days.
