It happened about 3:30 p.m. at 39th and Shields, but police were still on the scene late Tuesday night.
Police say the truck driver apparently disobeyed a stoplight or stop sign at the intersection and struck Joyce Thomas as she took her dog for a walk in her motorized wheelchair.
"That was my sweetheart, we went through a lot of things together. She didn't have to go like that," said Calhous Offord, friend.
Offord said a witness told him the driver of the truck was on his phone at the time of the accident.
Police are investigating. They say the driver of the cement truck will be ticketed.
