Brian Church, Jared Chase and Brent Betterly were arrested after a raid on an apartment in Chicago's Bridgeport neighborhood.
They were allegedly making Molotov cocktails.
The three were charged with material support for terrorism, possession of an incendiary device, and conspiracy, and have been held on a 1-point-5 million dollar bond for nearly a month.
For the first time, the three will be prosecuted using state terrorism charges, rather than federal.
