Forbes Magazine says violent crime, high foreclosure rates and declining home prices are the reasons behind the ranking, which listed 200 of the country's largest urban areas.
Cities were ranked on several factors, including taxes, commute times and weather.
Detroit topped the list, while Rockford ranked third because of its high unemployment rate.
