Amy Rule spoke at the ceremony for the Edgewater Branch Library.
She said that if the children across Chicago collectively read more than 2 million books this summer, Mayor Rahm Emanuel will jump in Lake Michigan this January as part of the annual Polar Plunge.
The expanded building also includes a teen lounge.
