The $25 million loan will be used to replace more than 18 miles of pipes, helping to modernize the state's water infrastructure.
Many of the city's water mains are more than 100 years old.
Replacing the water mains is part of the state's Clean Water Initiative.
It will also create more than 300 jobs for the city.
