CHICAGO (WLS) -- Governor Pat Quinn called opponent Bruce Rauner release of his 2013 tax returns 'incomplete' and accused the Republican challenger of not paying his "fair share" of taxes.

Quinn was attending Rainbow PUSH's Call to Action Day on Saturday to help celebrate Reverend Jesse Jackson's birthday.

"First of all, it's incomplete," Quinn said. "He doesn't disclose all of the schedules and show all the loopholes he's been using to really not pay his fair share of taxes. I think it's important that everybody in Illinois pay their fair share, and if you run for governor, you should disclose your full income tax return."

Quinn says his number one issue in the race for governor is to raise the minimum wage.
